Adrian Moore, ph.d., is vice president of policy at the Reason Foundation, a non-profit promoting free minds and markets. appointed by congress in 2006 to the national surface transportation infrastructure finance commission, and by governor Schwarzenegger in 2009 to California's public infrastructure advisory commission, Moore has been active with the transportation research board since 1996. He chairs the joint subcommittee on VMT pricing and serves on the board of the mileage-based user fee alliance. He holds a Ph.D. and a master’s in economics from UC Irvine and a master’s in history from California State University.
