Richard Lewis is vice-chair of the Chartered Institution of Highways and Transportation, bringing over 23 years of experience in transport planning across the Middle East and UK. He has led numerous road user charging (RUC) projects, including parking charge assessments in Jeddah, a major PPP parking project in Riyadh, and other tolling studies in the Middle East. Lewis has also contributed to significant UK projects involving RUC scenario testing and modelling. His extensive experience provides unique insights into RUC’s potential and the challenges involved in its implementation across various regions.
